أثر التفاعل بين استراتيجيات وتكتيكات التفاوض في تعزيز إدارة الأزمات الأمنية بالقيادة العامة لشرطة رأس الخيمة

Abstract

The study falls within the context of emphasis on negotiation as a strategic tool in the management of security crises owing to challenges that have become so complicated and dynamic against security institutions. According to reports by the UAE Ministry of Interior, more than 1,200 different types of security crises have been recorded within the last five years. This can range from field to organizational and emergency crises. Therefore, there is an immediate requirement for developing new negotiation methodologies through which response capacities can be boosted to make swift and precise decisions during critical moments.

This study has tried to find out how the interaction of negotiation strategies and tactics can influence the enhancement of security crisis management at Ras Al Khaimah Police General Headquarters. In its broader perspective, it looked at three main dimensions: strategic integration, tactical flexibility, and role coordination in their contribution to efficiency in crisis management expressed through indicators like response speed and accuracy of decision-making together with crisis containment. The study was based on a central hypothesis which assumed that there exists a statistically significant relationship between the dimensions of negotiation interaction and the efficiency of crisis management. An analysis-descriptive method was employed since it is considered suitable for the nature of this topic by application of accurate scientific tools to collect data and analyze them. A structured questionnaire on five points was developed after having tested its validity as well as reliability and later analyzed with applications including especially multiple regression analysis. ͏The sample study comprised three hundred purposively selected police officers representing different job ranks, and roles, with varying years of field experience. According to the findings, there existed a very high level of interaction between negotiation strategies and tactics among the respondents as well as crisis management; Tactical flexibility has also been found to substantially influence response efficiency and decision-making accuracy. The study recommended the development of security negotiation training programs and institutional coordination improvement including readiness enhancement of rapid response and negotiation teams for them to address security crises that may happen in the future.

تأتي هذه الدراسة في سياق تزايد أهمية التفاوض كأداة استراتيجية لإدارة الأزمات الأمنية في ظل التحديات المعقدة والمتسارعة التي تواجه المؤسسات الأمنية، حيث تشير تقارير وزارة الداخلية بدولة الإمارات إلى تسجيل ما يزيد على 1200 حالة أزمة أمنية مختلفة خلال السنوات الخمس الأخيرة، ما بين أزمات ميدانية وتنظيمية وطارئة، وهو ما يبرز الحاجة الملحة إلى تطوير أساليب تفاوضية مبتكرة تعزز من قدرة الأجهزة الأمنية على الاستجابة الفعّالة واتخاذ القرارات الدقيقة في أوقات حرجة.

سعت هذه الدراسة إلى تحليل أثر التفاعل بين استراتيجيات وتكتيكات التفاوض في تعزيز فعالية إدارة الأزمات الأمنية داخل القيادة العامة لشرطة رأس الخيمة، حيث ركزت على ثلاثة أبعاد رئيسة لهذا التفاعل، وهي: التكامل الاستراتيجي، ومرونة التكتيك، وتنسيق الأدوار، وذلك لقياس مدى تأثيرها على كفاءة إدارة الأزمات الأمنية من خلال مؤشرات: سرعة الاستجابة، ودقة اتخاذ القرار، واحتواء الأزمات. وانطلقت الدراسة من فرضية أساسية تفترض وجود علاقة ذات دلالة إحصائية بين أبعاد التفاعل التفاوضي وكفاءة إدارة الأزمات، وقد استخدمت منهجاً وصفياً تحليلياً يناسب طبيعة الموضوع ويعتمد على أدوات علمية دقيقة في جمع وتحليل البيانات. وتم تصميم استبانة مبنية على مقياس ليكرت الخماسي، خضعت لاختبارات الصدق والثبات، وجرى تحليل البيانات باستخدام أساليب إحصائية متعددة أبرزها تحليل الانحدار المتعدد. وشملت عينة الدراسة 300 فرد من منتسبي القيادة تم اختيارهم قصدياً لضمان تنوع المستويات الوظيفية والخبرات. وتوصلت الدراسة إلى أن مستوى التفاعل بين استراتيجيات وتكتيكات التفاوض مرتفع جداً، وكذلك الحال بالنسبة لمستوى إدارة الأزمات، كما أظهرت النتائج أن مرونة التكتيك كانت العامل الأبرز تأثيراً في تعزيز كفاءة الاستجابة ودقة القرارات. وأوصت الدراسة بأهمية تطوير برامج التفاوض الأمني، وتحسين التنسيق المؤسسي، ورفع جاهزية فرق التدخل والتعامل مع الأزمات المستقبلية.
