Abstract

This study explores the potential of employing technological mechanisms and modern innovations brought about by the Fourth Industrial Revolution, particularly advancements in the field of information technology, in the domains of criminal investigation, crime prevention, and law enforcement. It aims to analyze the impact of these technologies on crime control efforts and the promotion of justice.

The significance of the study lies in highlighting the power of technology in processing and analyzing massive volumes of data with greater speed and accuracy, thereby enhancing the efficiency of criminal investigations and the ability to predict and prevent crimes. The core research question revolves around the following: To what extent are technological advancements—particularly Artificial Intelligence (AI)—effective in reducing crime?

Adopting a descriptive-analytical methodology, the study reveals several positive outcomes that technology can offer, including strengthening the capabilities of judicial and administrative officers to perform preventive tasks through crime prediction and the application of proactive and precautionary measures. AI also provides technical tools that enhance the quality of evidence during investigation and inference stages, thereby improving the standard of criminal proof and supporting the enforcement of justice and law.

Additionally, these technological tools contribute to stabilizing the legal and security systems. The study recommends increasing awareness among government bodies, administrative centers, and communities about the benefits of technology in combating crime. It also calls for the establishment of legal frameworks to regulate the development and use of such technologies, while ensuring the protection of privacy and human rights. Ultimately, the study concludes that AI is an effective tool in crime prediction and detection, and it plays a critical role in strengthening investigation quality. It emphasizes the need for institutional and societal awareness, along with comprehensive legislation to govern the safe and ethical use of these technologies, and for enhancing the readiness of security agencies to fully utilize AI in addressing emerging criminal challenges.

تتناول هذه الدراسة إمكانية توظيف الآليات التكنولوجية والتقنيات الحديثة التي أفرزتها الثورة الصناعية الرابعة، والتطور التقني في المجال المعلوماتي لا سيما في مجال التحقيق الجنائي ومكافحة الجريمة وإنفاذ القانون، وتهدف إلى تحليل تأثير هذه التقنيات على جهود مكافحة الجرائم وتعزيز العدالة.

وتكمن أهمية الدراسة وفائدتها جلية في تسليط الضوء على قدرة التكنولوجيا في فحص وتحليل البيانات بصورة ضخمة بشكل أسرع وأكثر دقة، مما يعزز من فعالية التحقيقات الجنائية والتنبؤ بالجرائم ويُسهم في الوقاية من الجرائم وتتمحور إشكالية الدراسة حول التساؤل الآتي: هل من جدوى وفعالية للتطور التكنولوجي لا سميا تقنيات (AI) في تقليص الجرائم؟

وانتهجت الدراسة المنهج الوصفي التحليلي لدراسة هذا الدور، وقد أفصحت النتائج عن بعض الإيجابيات التي يمكن أن تقدمها التكنولوجيا، لتعزيز قدرة مأموري الضبط الإداري والقضائي على أداء مهامهم الوقائية عبر التنبؤ بالجريمة، وانتهاج بعض الإجراءات الاحترازية والاستباقية الضرورية لمنعها وكما يوفر الذكاء الاصطناعي وسائل تقنية تُقوي من الأدلة المُقدمة في مراحل التحري والاستدلال، مما يرفع من مستوى الإثبات الجنائي ويُعزز العدالة الجنائية وإنفاذ القانون.

إضافة إلى ذلك، تُساهم التقنيات التكنولوجية في تحقيق استقرار النظام القانوني والأمني وتوصي الدراسة بضرورة نشر الوعي بين الهيئات الحكومية والمراكز الإدارية والمجتمعية بشأن فوائد التكنولوجيا في مكافحة الجريمة، ووضع تشريعات تُنظم إنتاج وتطوير واستخدام هذه التقنيات مع مراعاة حماية الخصوصية وحقوق الإنسان. و توصلت الدراسة إلى أن الذكاء الاصطناعي يُعد أداة فعالة في التنبؤ بالجريمة وكشفها، ورفع مستوى الإثبات والتحقيق، كما أوصت بضرورة نشر الوعي المؤسسي والمجتمعي بهذه التقنيات، وتطوير تشريعات تنظم استخدامها بما يضمن حماية الخصوصية وحقوق الإنسان، مع تعزيز جاهزية الأجهزة الأمنية للاستفادة الكاملة من هذه التكنولوجيا في مواجهة التحديات الجنائية المستجدة.
