مكافحة تمويل الإرهاب فى البيئة السيبرانية دراسة في ضوء التجربتين المصرية والإماراتية

Abstract

The research deals with the study of combating the financing of terrorism on the dark Internet, where terrorism "cyber has become an international actor, engages in interactions with states, individuals and institutions, and creates an agreement between the intelligence services and some terrorist movements, that these movements obtain information, finance, arm or training, in exchange for cyber-attacks against a mutual adversary, and the Internet plays a prominent role in the manufacture of extremism, terrorism, incitement to violence, promotion of radical ideas and attracting elements qualified for deviation, exploited in That's the dark part of the Internet, with an expansion of internet usage that exceeded 4.7 billion users in early March 2022 and nearly 2 million users worldwide.

The research addresses the problem of the diversity of manifestations of terrorism through the Internet to reach hidden networks and dark internet networks that are difficult for security agencies in all countries of the world to track, which are part of cyber wars as well as adout that finance terrorism online by studying cyber terrorism frameworks and their impact on national security and how terrorist organizations exploit these networks to finance terrorism through cryptocurrencies and the role of international cooperation to help the security services In the criminal and technical investigations of these cases and then review the mechanisms of the UAE and Egypt in the fight against the financing of terrorism and cybersecurity frameworks of the two countries, the study concluded that - cyberterrorism is a global phenomenon spread in most countries of the international community to varying degrees, dark Web weapons vary between weapons of mass destruction and small and light weapons, and the major concerns about the success of terrorist groups via hidden webs such as the dark Internet, and that countries must make the fight against terrorism an issue Primarily national, mobilizing all sectors of society to support the efforts of the government and its organs with full respect for human rights so that the conflict with terrorist movements appears to be what it is, i.e. a conflict between them and society as a whole, with strict frameworks for the protection of cyberspace to protect the national security of states.

يتناول البحث دراسة مكافحة تمويل الإرهاب عبر الإنترنت المظلم ، حيث أصبح الإرهاب "السيبراني فاعلاً دولياً، يدخل في تفاعلات مع دول وأفراد ومؤسسات، ويحدث اتفاقًا بين أجهزة الاستخبارات وبعض الحركات الإرهابية، مفاده حصول هذه الحركات على معلومات أو تمويل أو تسليح أو تدريب معين، مقابل القيام بهجمات سيبرانية ضد خصم مشترك للطرفين، ، كما تلعب الإنترنت دوراً بارزاً في صناعة التطرف والإرهاب والتحريض على العنف، والترويج للأفكار المتشددة واستقطاب العناصر المؤهلة للانحراف ، مستغلة في ذلك مواقع الدراك ويب (الجزء المظلم من الإنترنت) ، مع التوسع في استخدام شبكة الإنترنت التي تجاوز عدد مستخدميها 4.7 مليار مستخدم في مطلع مارس 2022 ويبلغ عدد مستخدمى شبكات الإنترنت الخفى (المظلم) ما يقرب من 2 مليون مستخدم يوميا حول العالم.

و يتناول البحث مشكلة تنوع مظاهر الإرهاب عبر الانترنت ليصل إلى الشبكات الخفية و شبكات الإنترنت المظلم التي يصعب على أجهزة الأمن في كافة دول العالم تعقبها التي تعتبر جزء من حروب الفضاء السيبرانى وكذا أداوت تمول الإرهاب عبر الانترنت و ذلك من خلال دراسة أطر الإرهاب السيبرانى وتأثيرة على الأمن القومي و كيفية استغلال التنظيمات الإرهابية لتلك الشبكات في تمويل الإرهاب من خلال العملات الرقمية المشفرة و كذا دور التعاون الدولى لمساعدة الأجهزة الأمنية في التحقيقات الجنائية والفنية لتلك القضايا ثم نستعرض آليات دولتى الإمارات و مصر في مكافحة تمويل الإرهاب و أطر الأمن السيبرانى لدي الدولتين ، واستخلصت الدراسة أن - الإرهاب الإلكتروني ظاهرة عالمية تنتشر في معظم دول المجتمع الدولي بدرجات متفاوتة ، تتنوع الأسلحة Dark Web ما بين أسلحة دمار شامل وأسلحة صغيرة وأخرى خفيفة، وتكون المخاوف الكبرى من نجاح الجماعات الإرهابية عبر الشبكات العنكبوتية الخفية كالإنترنت المظلم ، وأن يجب على الدول جعل مكافحة الإرهاب قضية وطنية في المقام الأول ، وحشد كافة قطاعات المجتمع لدعم جهود الحكومة وأجهزتها في كنف الاحترام التام لحقوق الإنسان حتى يظهر الصراع مع الحركات الإرهابية على حقيقته، أي أنه صراع بينها وبين المجتمع برمته ، مع وضع أطر صارمة لحماية الفضاء السيبرانى لحماية على الأمن القومى للدول.
