دور المبادرات الاستشرافية في تحسين مستوى الأداء الأمني

Abstract

The study aimed to identify the role of foresight initiatives in improving the level of security performance and the significance of foresight and its modern tools, and to recognize the most important foresight initiatives that lead to excellence of the security work.

The study adopted the descriptive analytical approach that describes foresight, analyzes it, analyzes its tools and methodology, and then interprets the factors that lead to security excellence through proposing these initiatives.

The study concluded that there is an importance of foresight for the security work, as well as the potential of identifying some of the modern foresight tools and approaches, since it plays the role of detecting problems before they occur and then preparing to confront them by the decision-maker. Hence, foresight studies perform the function of early warning and readiness for the future.

The study recommended the need for paying attention to building the necessary knowledge and culture to apply the concepts of future foresight, and the need for developing and activating the role of the future foresight department of the Sharjah Police Headquarter, to meet future security challenges and to launch projects and initiatives to foresee the future of Sharjah Police Headquarter.

الملخص العربي

هدفت الدراسة إلى التعرف على دور المبادرات الاستشرافية في تحسين مستوى الأداء الأمني، ومعرفة أهمية الاستشراف وأدواته الحديثة، والوقوف على أهم المبادرات الاستشرافية التي تؤدي إلى تميز العمل الأمني.

وقد اعتمدت الدراسة المنهج الوصفي التحليلي الذي يصف الاستشراف في هذه الدراسة ثم يقوم بتحليله وتحليل أدواته ومنهجه، ثم يقوم بتفسير العوامل التي تؤدي إلى التميز الأمني من عرض المبادرات الاستشرافية.

وتوصلت الدراسة إلى أن هناك أهمية للاستشراف بالنسبة للعمل الأمني، والتعرف على بعض أدوات الاستشراف الحديثة ومناهجها كما أنها تؤدي دور اكتشاف المشكلات قبل وقوعها ومن ثم التهيؤ لمواجهتها من قبل متخذ القرار، وبذلك تؤدي الدراسات الاستشرافية وظيفة الإنذار المبكر والاستعداد المبكر للمستقبل.

وقد أوصت الدراسة بضرورة الاهتمام ببناء المعرفة والثقافة اللازمة لتطبيق مفاهيم استشراف المستقبل ضرورة واستحداث وتفعيل دور إدارة استشراف المستقبل في كل من القيادة العامة لشرطة الشارقة وذلك لمواجهة التحديات الأمنية المستقبلية وإطلاق مشاريع ومبادرات لاستشراف المستقبل في القيادة العامة لشرطة الشارقة.
